■520    ▼aA  rich  literature  in  the  social  sciences  has  studied  why  states  extend  civil,  social,  and  political  rights.  However,  less  is  known  about  the  actual  consequences  of  these  extensions.  This  dissertation  explores  how  the  formal  expansion  of  two  core  citizenship  rights  -  education  and  suffrage  -  shapes  mass  politics,  using  the  canonical  case  of  19th-century  France  as  a  historical  laboratory.  To  do  this,  I  have  combined  readily  available  data  with  newly  digitized  archival  sources  to  assemble  a  large  dataset  that  includes  detailed  information  on  the  geographic,  economic,  sociodemographic,  and  political  characteristics  of  French  communes.  Leveraging  discontinuities  based  on  population  cutoffs  for  identification,  I  investigate  the  causal  effects  of  both  education  and  franchise  expansions.The  dissertation  is  divided  into  three  chapters.  The  first  one  investigates  whether  primary  education  is  effective  as  a  state-building  tool  by  looking  at  the  consequences  of  the  Guizot  Law  (1833).  Even  though  this  law  intended  to  use  schools  to  promote  mass  obedience,  I  find  that  it  contributed  to  creating  a  more  insubmissive  populace.  In  the  second  chapter,  I  examine  how  education  is  used  by  the  state  to  undermine  powerful  actors  that  threaten  its  authority.  I  find  that  state  authorities  compelled  municipal  councils  to  create  schools  for  girls  following  a  strategic  logic  that  aimed  to  sideline  Catholic  schools  rather  than  to  expand  female  education.  The  third  and  last  study,  co-authored  with  Anne  Degrave  and  Arturas  Rozenas,  examines  how  voting  rights  shape  mass  political  behavior.  We  find  that  a  law  that  broadened  municipal  suffrage  during  the  July  Monarchy  created  a  more  politically  mobilized  public  that  was  more  likely  to  fight  for  democracy  following  Louis  Napoleon's  coup  d'etat  in  1851.  Taken  together,  these  findings  suggest  that  citizenship  rights,  which  may  be  partly  granted  to  break  the  ties  between  the  population  and  intermediary  elites,  can  unleash  mass  mobilization.
