요약This dissertation consists of three essays focused on Development Economics and Industrial Organization.Chapter 1 studies an important component of the Peruvian health system, called SERUMS, and two incentive reforms aimed at improving its recruitment of physicians and nurses. Using two regression discontinuity designs, we find that career incentives are able to attract significantly more skilled physicians to the targeted areas but are almost ineffective for nurses; the opposite is true for monetary incentives, which attract more skilled nurses to the neediest areas. Healthcare utilization and perceived quality of received services do not appear to be positively impacted.Chapter 2 studies how improved college quality information affects graduates' job outcomes following new education regulations in Peru. These regulations led to the closure of 50 out of 144 institutions. Analyzing labor market data using a staggered difference-in-differences approach, we find significant positive impacts: one year after licensing announcements, wages increase by 8%, employment by 7%, hours worked by 8%, and the likelihood of working in large firms and the public sector by 6% and 5% respectively. Effects are more pronounced for recent graduates, indicating reduced productivity uncertainty over time due to clearer signals about worker quality.Chapter 3 studies a controversial policy in the Dominican Republic that targeted up to 10% of the population based on foreign ancestry, limiting their access to public services like healthcare. Besides direct harm to the targeted group, we suggest these policies may indirectly spread communicable diseases. Leveraging timing and varying exposure across thecountry, along with detailed disease data, we find a significant rise in Dengue cases, a highly contagious disease.
