- 요약Cash and in-kind transfers have become an essential tool utilized by governments, nonprofits and international development organizations to combat poverty and protect households from economic shocks caused by natural disasters, epidemics, inflation, and conflict. On average, globally, social safety nets such as cash and in-kind transfers comprise 1.6 percent of countries' gross domestic product (GDP) spending. Globally, millions of individuals benefit from one or several forms of transfers and they are growing in popularity as a fundamental policy tool to reduce financial and food insecurity. With the growth of transfers has come an expansion in their variation in terms of what the transfer consists of, how much is provided, who is targeted, how the program is designed and implemented, and the type of organization providing it. While the elements of transfers are numerous, our understanding of how variation in these elements of transfers affects outcomes for recipients is limited. Few studies set out to understand variation in design, implementation, and setting. This dissertation aims to begin to address this lacuna by providing a better understanding of how variations in transfer design and implementation methods affect the scope and scale of recipient benefits. I use quantitative methods in three different sets of analyses to examine the effects of three transfer types: conditional cash transfers (CCTs), conditional in-kind transfers in the form of school food programs and unconditional cash transfers in the form of old age pensions, on health and education outcomes. Findings from these three analyses highlight important factors driving impacts of different transfer types of for low- income individuals and in both low- and middle-income country setting.
