■520    ▼aThis  qualitative  case  study  explores  the  role  of  Ilim  Yayma  Cemiyeti  (IYC),  a  significant  voluntary  association  in  Turkey,  in  the  establishment  of  Islamic  public  schools  (Imam  Hatip  Okullari)  in  Istanbul.  Following  single-party  rule  (1923-1950),  the  Democrat  Party,  in  1951,  permitted  the  opening  of  these  schools.  The  establishment  of  such  educational  institutions  in  officially  secular  Turkey  often  sparks  tensions  between  the  secular  state  and  a  predominantly  Muslim  society.  Scholars  studying  the  place  of  Islam  in  Turkey  have  often  interpreted  the  shift  in  religious  education  policy  after  the  Democrat  Party's  rise  as  either  a  "revival  of  Islam"  or  a  counter-revolution  against  Kemalist  reforms.  However,  this  dissertation  demonstrates  that  IYC's  role  in  sustaining  religious  education  represents  a  collaboration  between  state  agencies  and  civil  society,  not  a  counter-revolution.This  research  is  positioned  at  the  intersection  of  three  fields:  the  sociology  of  religion,  religious  education,  and  faith-based  nonprofit  organizations.  It  employs  the  Institutional  Analysis  and  Development  (IAD)  framework  from  the  Bloomington  School  of  Political  Economy  to  analyze  the  local  implementation  of  religious  education  policies,  focusing  on  the  concept  of  religious  commons.  This  approach  provides  a  broader  understanding  of  institutional  dynamics  beyond  legal  and  political  aspects.The  research  addresses  the  following  questions:  a)  What  have  been  the  secular  Turkish  state's  policies  regarding  the  provision  of  religious  education?  b)  How  can  we  assess  the  role  of  nongovernmental  institutions  like  IYC  in  religious  education?  c)  How  did  beneficiaries  of  these  services  evaluate  IYC's  achievements?The  study  draws  on  existing  literature  on  religious  education  policy  in  Turkey  and  official  documents  for  constitutional  and  policy-level  analysis.  At  the  local  level,  it  utilizes  IYC's  records  of  decisions  and  activities  related  to  Imam  Hatip  Schools  from  1950  to  1960.  Additionally,  personal  documents  from  beneficiaries  and  stakeholders  help  triangulate  the  data,  comparing  official  rules,  IYC  records,  and  individual  perceptions.
