- 요약This dissertation is about the role of social scientists in the decline of the rehabilitative ideal and its replacement by incapacitation and deterrence frameworks, and about the roles of Robert Martinson and James Q. Wilson in particular. Recent historiography of mass incarceration in the United States, and especially "internalist" histories of criminology, mention these figures, but this dissertation takes a much more granular look at their interventions and the reception of those interventions among politicians, criminal justice professionals, and fellow academics. It argues that those interventions are misunderstood (in the case of Martinson) or still underappreciated (in the case of Wilson). The dissertation focuses primarily on the 1970s, when the electoral salience of "law and order" faded in comparison to the 1960s but, at the same time, the intellectual justifications for prison expansion hardened into conventional wisdom and many policymakers were converted to new crime-control strategies involving deterrence and incapacitation.
