- 요약Since embracing economic and political liberalization in the early 1990s, Cambodia has experienced rapid economic growth and an expansion of higher education. Yet despite their aspirations, many graduates struggle to find employment that justifies their investment. This paradox is especially evident in business fields, which attract the majority of students but are oversaturated, while STEM fields remain under-enrolled despite their rhetorical importance. This dissertation investigates why students continue to pursue higher education despite its limited economic returns. Using institutional theory, it conceptualizes higher education as an institutionalized mythology-a culturally legitimized belief that education leads to a better life. This belief is grounded in the liberal modern ideal of individual agency and actorhood, where individuals enact scripted roles within the framework of liberal modernity. The dissertation comprises three articles (Chapters 3-5). Chapter 1 outlines the theoretical framework, and Chapter 2 provides a historical overview of educational development in Cambodia from the pre-colonial era to the present. Chapter 3, based on historical, policy, and media sources, traces how higher education became institutionalized as a pathway to social mobility, showing how the state promotes education as a means of advancement while shifting responsibility for success onto individuals, thereby reinforcing neoliberal values. Chapters 4 and 5 draw on 104 interviews with university students in Phnom Penh. Chapter 4 analyzes how students uphold the institutionalized mythology of higher education through three interrelated sensemaking processes: valorization, meritocratization, and responsibilization. These narratives help students justify their aspirations amid structural disjuncture. Chapter 5 investigates students' major choices, revealing two contrasting logics, assertive individualism and pragmatic conformity, which contribute to uneven growth across disciplines.Together, these findings show how higher education endures as a powerful cultural ideal, even when disconnected from economic realities. This dissertation demonstrates how students, as seemingly autonomous actors, reproduce the institutionalized mythology of higher education, thus reinforcing its central role in modern Cambodian society.
