- 요약In this dissertation, I explore how to improve the public service delivery of reporting domestic violence. To do so, my studies explore the chain of events related to reporting - from probing what might foster or hinder the likelihood of survivors of domestic violence reporting, to understanding what happens after a protective order request is filed. Using the theoretical lenses of administrative burdens and representative bureaucracy, I employ a variety of quasi-experimental and experimental designs in exclusive and/or unexplored datasets. Specifically, the first two chapters assess both channel and communication effects on domestic violence survivor's probability of reporting in Rio de Janeiro, Brazil. For channel, I find that once protective orders can be filed online, there is a 30% increase in the number of requests. For communication, I find that including messages that address fear in public service announcements discourages intention to report by 18%. The last chapter addresses the growing denial rate of protective orders in Indiana and its relationship with judicial composition. In it, I find that female judges are 12% more likely to deny protective orders than male judges in half of the courts of the state. By generating evidence-based knowledge about the process of reporting domestic violence, I add clarity and provide suggestions that are valuable to not only current literatures of public administration, policy analysis/implementation and criminal justice, but also to practitioners interested in decreasing recurrences of domestic violence worldwide. After all, it is estimated that domestic violence happens to 1 in 3 women worldwide, and that it is highly underreported. Stopping the violence cycle and preventing further victimization of women through local policies is an urgent and globally relevant topic that deserves not only attention, but also empirically rigorous research pointing to successful interventions.
