- 요약This dissertation is about how the Legal Services Corporation (LSC) frames its mission and activities when communicating with different audiences. This dissertation asks how these framings change when LSC addresses different audiences, such as Congress, stakeholders, and the lay public. I am able to identify the process by which frame selection takes place and find that frame selection varies both by audience and by changes in the external environment, such as shifts in the political culture over time. Content analysis of LSC-produced documents is used to identify the distinct audiences and frame selection processes used by LSC for each. The data for this project includes official budget requests submitted by LSC to Congress during the annual appropriations process, Annual Stakeholder Reports, and the LSC "Talk Justice" podcast series, which is produced for public consumption on the Legal Talk Network. This dissertation contributes to the literature on how administrative agencies use discourse to affirm and promote their mission.
