- 요약International collaboration has been widely recognized not only as a key driver of scientific advancement but also as an important policy tool for science diplomacy. Existing literature, however, concentrates largely on established and rising powers in global science, with its internal heterogeneity underexplored and policy effects insufficiently scrutinized. To fill these gaps, this study investigates the evolving trends and patterns of Taiwan's research collaboration with neighboring countries under the New Southbound Policy (NSP) launched in 2016. It focuses on three questions: (1) What are the long-term trends in research collaboration with NSP target countries over the past two decades? (2) How do co-authorship patterns and dynamics manifest in cross-specialization profiles and authorship order among these countries? (3) What impact has the NSP had on co-publication volumes?Using Clarivate's Web of Science (WoS) as the primary data source, and employing a combination of bibliometric analysis, multilayer network analysis, and piecewise regression modeling, the study finds that: (1) NSP priority countries rank among Taiwan's top preferred partners in research collaboration, especially following the launch of the NSP; (2) most co-authorship linkages occur in fields where either both Taiwan and NSP countries enjoy a revealed comparative advantage (co-opt) or neither does (solidarity); (3) collaboration dynamics, as approximated by co-authorship types, show considerable variation across countries and research fields; and (4) the impact of the NSP on co-publication volumes is heterogeneous, with the strongest effect being a decline in minimal collaboration during the post-NSP period.These findings contribute to our understanding of international research collaboration by revealing its internal heterogeneity and providing empirical evidence of the effects of policy incentives. The study also offers practical implications for countries navigating similar geopolitical challenges and advances the theoretical development of science diplomacy by illustrating it in action through research collaboration in a non-Western, non-colonial context.
