- 요약This dissertation evaluates the government's role in shaping labor market outcomes in China, focusing on public sector employment and the influence of public services on labor mobility. The three chapters, correspondingly, explore how government policies and institutional changes impact performance, workforce allocation, and workers' migration decisions.The first chapter investigates the managerial role of algorithms in the Chinese court system, a key public sector institution. Using a natural experiment since 2014, it assesses how transitioning from human-led to algorithmic judge-assignment influences courts' performance in terms of speed, appeal, and overturn rate. Using a generalized Difference-in-Differences approach and 66 million case document data, the study finds that machine learning-based assignment systems preserve existing assignment patterns and court performance, while purely random assignment disrupts the link between judge experience and case complexity, leading to modest declines in efficiency. This chapter highlights the broader implications of algorithmic management in the public workforce.The second chapter examines labor market discrimination in the public sector, focusing on the effects of fertility expectations on hiring practices. Analyzing China' s shift from a One-Child Policy to a Universal Two-Child Policy, the study finds that employers, anticipating increased female fertility, reduced job openings for women in high-skilled public sector positions. This provides empirical evidence of statistical discrimination driven by state policy changes, shedding light on gender disparities in government employment.The third chapter looks into how access to public services affects internal migration in China. Specifically, it evaluates the impact of the residence permit (RP) roll-out, which decoupled public service eligibility from the traditional Hukou system, on migrants' decisions to stay. Using a staggered Difference-in-Differences design, we found that while the policy does not attract new migrants, it significantly enhances the willingness to stay among existing migrants, particularly recent arrivals. This provides empirical support for the welfare magnet hypothesis, demonstrating how public service availability shapes labor mobility decisions.
