요약Excessive employee departures from the public sector can hinder government operations and performance. Yet, turnover is a feature of any organization and, in the case of public sector organizations, is necessary for retaining democratic accountability. Across three papers, I examine the causes of bureaucratic turnover, focusing on the cases of civil service reform and poor working conditions in the U.S. states. Using new individual-level personnel data collected via public records requests, I provide the most detailed existing overview of who works in U.S. state government. In the first two papers, I use these records, in conjunction with voter registration data and other data sources, to examine how rolling back employees' civil service protections impacts turnover. Focusing on cases of civil service reform in Mississippi and Florida, I show that weakening employees' tenure protections led to increased departures in poorly performing and particularly salient agencies. However, I do not find any evidence that political opponents were targeted for removal or, in the case of Florida, that removing tenure protections led to a large, consistent increase in exits across the workforce. In the final paper, I examine how employees' working conditions impact departures, focusing on the timely case of excessive heat in Texas state prisons. I show that correctional officers working in prisons without air conditioning are more likely to exit the workforce. This finding is isolated to newer employees less acclimated to the heat and frontline employees with less access to cooled administrative areas. Overall, my project offers a detailed, comparative examination of who works in state government and why they leave their positions.
