요약Responsible tech has explored the potential for well-intended technologies to harm individuals, communities, and the environment. Most of the research uncovering harms and constructing solutions has emerged from the ``Global North'' and, as a result, tends to center an important but relatively narrow set of values such as fairness, accountability, transparency, and privacy. However, there is broad agreement that norms and values differ across time, place, and culture --- and there is increasing recognition that members of the public bring unique expertise to bear on the design of sociotechnical systems. With global uptake, if responsible tech does not extend to include a wider set of geographies and values, and carefully engage different types of experts and expertise, even well-intended sociotechnical systems may cause widespread harm. In moving toward global responsible tech, this dissertation presents findings from qualitative research in rural Togo about the use of big data and algorithms to inform economic development, beginning to broaden understandings of well-studied values (i.e., privacy) and turn attention toward new values (i.e., social cohesion). Specifically, I draw on semi-structured interviews conducted with 124 people living in rural villages in Togo shortly after the Government of Togo implemented an entirely digital cash transfer program, the first to use machine learning algorithms trained on mobile phone data and satellite imagery to determine program eligibility. In my data collection and analyses, I take an interdisciplinary, inductive approach that integrates the perspectives of people with domain expertise (e.g., data scientists, policymakers) alongside experiential experts (e.g., people with particular lived experiences) to inform the design of sociotechncial systems that support a broad range of human values. This dissertation makes three contributions: (1) broadens the literature on responsible tech to include new perspectives from individuals living in rural Togo; (2) provides technical design and policy recommendations to safeguard privacy, expand digital inclusion, and strengthen social cohesion; and (3) develops new methods that leverage visuals and storytelling to bridge experiential and domain experts.
