- 요약This study assesses the impact of Intensive Behavioral Health Services (IBHS) at a central Pennsylvanian elementary school, focusing on the Youth Counseling Services (YCS), a behavioral health provider. IBHS, introduced by the Commonwealth of Pennsylvania and enacted on January 17, 2020, replaced the previous Behavioral Health Rehabilitation Services (BHRS) law, reflecting a shift towards more modernized, individualized care for minors with mental, emotional, and behavioral health needs (Pennsylvania Department of Human Services, 2021).YCS, which began in September 2021, offers school, in-home, and community-based behavior consultation, mobile therapy, and behavioral health technician services. However, this study will focus solely on evaluating the school-based behavioral health services offered by the organization. Using Positive Behavioral Interventions and Supports (PBIS) as a preventative intervention strategy, the study explores the effectiveness of YCS's school-based services in improving student behavior.Employing a mixed-method exploratory design, the qualitative phase investigates school staff perspectives on YCS's impact, revealing the importance of on-site support, positive adult relationships, and emotional regulation in student well-being. However, challenges such as staffing shortages, resource limitations, and high service demand were also identified, highlighting areas needing improvement.The quantitative phase examines YCS's effect on behavioral incidents, showing increased time between events but no significant impact on the severity of events. These findings contribute to the ongoing development of the PBIS preventative intervention strategy, providing empirical support for its core principles while identifying critical areas for enhancement.Overall, the study adds to the growing research on school-based behavioral health services, emphasizing the importance of comprehensive support approaches in meeting students' diverse needs. Furthermore, the study offers recommendations for improving the service and provides future directions for further research in behavioral health services.
