- 요약This dissertation investigates the design, adoption, implementation, and public perception of artificial intelligence (AI) in local governments for civic engagement, focusing on GoVocal, a digital public consultation platform with AI-based features. Drawing on a social informatics framework, the study examines how technological affordances are shaped by, and in turn shape, social, organizational, and political contexts. Employing a two-phase study design, Phase 1 consists of semi-structured interviews with platform developers, product designers, and public servants across 11 U.S. local governments, while Phase 2 comprises a national survey (n = 513) of U.S. residents assessing awareness, trust, expectations, and comfort with AI in civic contexts. The findings reveal distinct interpretations of AI across stakeholders. Developers frame AI as a design resource integrated into a user-centered, iterative process to address situated engagement challenges-such as AI-enhanced optical character recognition for digitizing offline input, AI-based content moderation for safe discourse, AI sensemaking for summarizing large-scale feedback, and AI-driven translation for multilingual access. Public servants adopt these tools pragmatically, valuing them for efficiency, inclusivity, and data-driven decision-making, while navigating concerns over accuracy, bias, privacy, and public skepticism. Citizens, although generally familiar with AI, often lack awareness of its use in local governance. They express optimism about operational benefits but are more reserved about its capacity to enhance democratic participation, with key concerns centering on privacy, accountability, fairness, and transparency. From a social informatics perspective, the study highlights how AI's civic value is co-constructed through the interplay of technical design, institutional routines, and public trust. It identifies both benefits-such as extended engagement reach, improved data processing, and multilingual accessibility-and risks, including potential exclusion of marginalized groups, misinterpretation of culturally significant input, and overreliance on automated summaries. The research contributes theoretically by extending social informatics into AI-mediated civic engagement; methodologically by integrating multi-stakeholder qualitative and quantitative data; and practically by offering design, policy, and governance recommendations for ethical, transparent, and inclusive AI deployment in democratic processes.
