- 요약How might local politics in the United States work in the absence of the partisan organization that characterizes much of the national political environment? Analyzing data from voters in city council elections, city council members, city planners, and neighborhood organizers, I find evidence that organized interest group activity drives much of the agenda of local government. An exit survey of three Los Angeles County city council elections suggests that voters in local elections engage at a superficial level disconnected from many of the day-to-day issues local governments face. In a series of recorded interviews, city council members in medium-sized cities in Los Angeles County cited interest group activity as a driver of both their positions on important city issues and as an early support base for their campaigns for city council. My analysis of a survey of city planners provides evidence that cities subsidize neighborhood organizations' feedback regarding land-use decisions, and a complementary survey of neighborhood organizers suggests that neighborhood interest groups are able to cultivate access and influence with city decision makers by building up bureaucratic expertise and durable relationships with both elected and un-elected government officials.
