요약Urban stormwater challenges pose significant risks to public health, infrastructure, and environmental quality in cities across the United States. Green Stormwater Infrastructure (GSI) offers a sustainable solution by mimicking natural hydrologic processes to manage runoff while delivering co-benefits such as enhanced urban green space, improved biodiversity, and increased community resilience. Despite widespread implementation, GSI adoption remains uneven, and limited attention has been paid to how education, outreach, and behavioral determinants shape public engagement and participation in these efforts. Understanding these social dimensions is critical to advancing equitable and effective GSI initiatives.This dissertation uses a multi-method approach to explore the relationship between community outreach, public knowledge, and individual behavior in the context of GSI planning and implementation. It focuses on three interrelated phases: (1) evaluating the educational components of outreach programs in two GSI case studies using the North American Association for Environmental Education (NAAEE) Guidelines for Excellence; (2) identifying the social psychological determinants of GSI adoption behavior through a multi-city survey grounded in the Theory of Planned Behavior (TPB); and (3) assessing the effectiveness, barriers, and best practices of virtual and hybrid engagement tools used by practitioners during and after the COVID-19 pandemic. Together, these phases aim to answer the following questions: 1) To what extent do GSI education and outreach materials align with environmental engagement and outreach best practices? 2) What socio-psychological factors predict residents' behavioral intentions to adopt GSI? 3) How can insights from virtual outreach tools used during the pandemic inform the development of a hybrid community engagement framework for urban water management?The findings reveal that well-designed outreach programs that translate hydrologic and ecological concepts into meaningful, locally relevant messages with visually accessible content are more effective in shaping positive perceptions and intentions toward GSI. TPB-based modeling shows that perceived behavioral control and subjective norms are key predictors of GSI adoption behavior, with knowledge serving as a consistent influence across cities. Additionally, our results catalyzed growing support for hybrid models of engagement, which aim to combine the reach and flexibility of virtual tools with the depth, relationality, and inclusion of on-site formats.Collectively, our findings highlight that several key features distinguish urban water management and must be taken into account when designing education and outreach strategies. These include residents' confidence in their ability to participate, perceived social pressure, and knowledge of both issues and proposed solutions. Additionally, the inherent complexity and interconnectedness of water systems, spatial variability and site-specific concerns, regulatory and governance fragmentation, stakeholder diversity, and historical inequities all influence engagement. Other critical factors, such as digital access and literacy, the urgency and timelines of water-related challenges, the technical nature of content, and varying levels of public understanding, further shape the accessibility and effectiveness of outreach efforts.Results contribute to the field of environmental education and urban sustainability by evaluating how public outreach efforts can better support systems thinking, place-based understanding, and equitable engagement in GSI planning. It provides actionable insights for practitioners, educators, and policymakers seeking to design communication strategies that reflect the unique challenges of urban water infrastructure, foster more resilient and inclusive decision-making, and enhance public participation in shaping climate-adaptive cities.
