- 요약As scientists and practitioners call for increasing ambition in environmental objectives, state capacity to meet existing objectives is in many places weak. This is particularly true in low-income countries, which generate fewer government resources through taxation and where conflicts between environmental and economic goals are often stronger. In this dissertation, I examine potential to improve governments' achievement of environmental public policy objectives through more strategic resource deployment. I do so through a mixed-methods study of personnel management in Brazil's federal protected areas agency, the Chico Mendes Institute for Biodiversity Conservation (hereafter often ICMBio or "The Chico Mendes Institute"), which manages one of the largest systems of conservation areas on the planet.I focus on two empirical questions in two sequential chapters. First, I ask: under which types of sub-unit-specific conditions will additional personnel (most) benefit the performance of an agency sub-unit?Combining a longitudinal comparative case study of six ICMBio management teams with panel regression analysis, I identify three factors that positively influence the association between sub-unit size and performance, defined as avoided deforestation. These include the size of the subjurisdiction a sub-unit is managing, the strength of a sub-unit's ties with local stakeholders, and the sub-unit's risk of near-term failure. I project that partial redistributions of ICMBio's workforce toward higher-risk areas and areas containing more forest could have over the agency's first ten years reduced deforestation on the order of 660-1,750 km2(10-26 percent), or about 11-29 times the area of Manhattan. Building on these findings, the central research question of Chapter 2 is: which factors produced a misalignment between subjurisdiction personnel needs and actual personnel allocation over the first 10 years of ICMBio's operations?To answer this question, I draw on historical institutional analysis and descriptive analysis of quantitative data related to personnel, protected areas, and socioeconomic characteristics of areas in which Brazilian federal protected areas are located. I show that two initial conditions-the way in which ICMBio staff were initially distributed, and misalignment between staff preferences and subjurisdiction needs-were at the root of the issue. Legal constraints on agency managers' abilities to enact reforms and resist staff transfer requests prevented managers from mitigating, let alone reversing, the long-term effects of these initial conditions.Altogether, I demonstrate the value of looking "inside" of public environmental organizations as a means of understanding environmental outcomes. In addition, I further our understanding of opportunities for and constraints to effective personnel allocation in public bureaucracies. Finally, I provide concrete policy implications for the Chico Mendes Institute itself: the principal guardian of some of the most important ecosystems on Earth.
